The Webometrics Ranking of World Universities
The international ranking systems for universities are significantly influenced by the fierce competition among national and international universities. They are aligned with objectives such as enhancing the quality of universities, facilitating the dissemination of scientific knowledge, attracting and guiding students in their university selection process, among others. The primary goal of these rankings is to provide insights into an institution's position relative to others based on various criteria and indicators, ultimately culminating in the publication of a list of ranked universities and institutions. The ranking of universities is regarded as an integral component of higher education systems and plays a pivotal role in systematically evaluating and enhancing their quality. A comprehensive understanding of the global ranking systems' criteria and indicators enables informed policy-making, strategic planning, and the development of precise performance metrics for institutions and universities, thereby fostering a competitive environment that accelerates progress and the attainment of higher education goals.

Overview of the Webometrics Ranking System:
The Webometrics global ranking system, established in 2004 by the Cybermetrics Laboratory of the National Research Council of Spain, the country's largest research group, annually releases evaluations of universities' research and educational presence on the web through their respective websites in January and July.

Objectives of the Webometrics Ranking System:
The Webometrics indicators aim to gauge the attention given by institutions and universities to online publishing, ultimately supporting open access initiatives to enhance the dissemination of scientific knowledge to society. Notably, the ranking does not assess website design or traffic, with the validity of a university's ranking contingent upon its online presence accurately reflecting its real-world counterpart. Consequently, some universities with high educational standards may not achieve expected rankings due to inadequate internet publishing policies. Another key objective is the global assessment of universities, striving to evaluate prestigious institutions and universities across all countries, both developed and developing.

Indexes of the Webometrics Ranking System:
The Webometrics ranking system evaluates the research and educational presence of universities by leveraging three key indicators derived from university websites. These indicators include the number of references or links from external sites to the university website, weighted at 50%; the citations of 210 highly cited authors from the university in Google Scholar, weighted at 10%; and the number of high-quality articles from the university among the top 10% highly cited articles in the relevant field, carrying a weight of 40%.
