Library Use and Book Lending Regulations

The Central Library, along with other university libraries, operates under the following regulations and guidelines.

Membership to any library is available to all administrative, educational, and technical staff and students of the University of Medical Sciences. Membership can be initiated through the official library form by the respective responsible unit within the university: students may be introduced by the Education Department, while staff and faculty should be directed by the Recruitment Department.

The working hours for each library are established and announced according to institutional needs and available resources, with approval from the Vice-Chancellor for Research and Technology for the Central Library and from the Dean of the Faculty or Hospital for libraries associated with those units.

To issue a membership card, it is required that an individual presents a photograph. Students must provide their student identification card to access library books; however, a library membership card is necessary for borrowing books.

Individuals employed in a faculty capacity or serving a temporary role in the faculty may be introduced to the library, with the duration of their assignment being mandated by the introducing unit.

Non-university members may utilize the library facilities only upon obtaining a written introduction from the President of the University of Medical Sciences for the Central Library, or from the Dean of the Faculty or Hospital for affiliated libraries. The introducer assumes personal responsibility for the books borrowed by the individual they introduce.

Should a library member’s association with the university end temporarily or permanently for any reason (such as graduation, commencement, summer vacation, employment, mission assignment, retirement, cessation of mission, or scholarship), the introducing unit is obligated to procure an official settlement form from the library prior to processing any administrative activities. Failing to do so will result in the introducing unit being responsible for any outstanding books or materials that the member has not returned.

Upon settling their account with the library, the member's library card will be deactivated.

Faculty members are required to inform the library of their reference books several days before the commencement of the semester in order to allow the book lending department sufficient time to collect and catalog them in the reservation department.

Magazines, newspapers, and reference books (including encyclopedias, dictionaries, and humanities texts) are to be used solely within the library premises and are not allowed to be borrowed under any circumstances.

The head of each educational department may borrow a limited number of books for group use, with the approval of the Vice-Chancellor for Research and Technology; these items must be returned at the conclusion of the academic semester. The responsibility for the maintenance of these books rests solely with the department head.

Students and administrative staff may borrow a maximum of three volumes, while university professors and experts may borrow up to five volumes.

The standard book loan period is ten days. Following this period, members may approach the loan department to request an extension; acceptance or denial of such requests is at the discretion of the loan department.

In the event of a late return, the borrower will forfeit borrowing privileges for one week for each day of delay. Should the membership card be suspended five times, it will be invalidated for a period of one year.

The library reserves the right to demand the immediate return of any book at any time, and members are responsible for ensuring that requested books are returned to the library as promptly as possible.

Library patrons are advised to leave personal belongings at the designated personal belongings shelf within the library, as librarians shall not be accountable for these items.

Any member who loses or damages a book will be required to provide a replacement, as cash compensation will not be accepted.

Each year, the library director, with the approval of the Vice-Chancellor for Research and Technology, shall close the library for a period of fifteen days during the summer holidays in order to conduct a thorough examination and evaluation of the library collection.

Library staff members are expected to cooperate fully and exercise diligent care in maintaining the integrity and quality of the library’s collection.
